The number of precinct delegate positions that are open to be filled in each precinct varies. Precinct Delegate Apportionment is based on the most recent General Election results for either President of the United States or Michigan Secretary of State.
Precinct delegates represent the voters in their voting precinct who participated in the Primary Election nominating Democratic Party candidates and delegates. Delegates participate in the county conventions were delegates are elected to participate in state conventions and were the executive committee of the county party is elected.
While precinct delegates have no statutory duty beyond participation in conventions, they are frequently the activists of the party who are elected to be delegates to state conventions and to become members of the county party executive committee and county committee.
Precinct delegates who wish to participate in conventions must also be members of the party. Delegates may also download a Michigan Democratic Party Membership Application and either make a contribution or write the word "FREE" were it says "Other" to become a member.
Statutory Duties of Precinct Delegates
Precinct Delegates participate in the Fall County Convention which is held not less than 8 days nor more than 25 days after the August Primary Election. At this convention they elect the delegates and/or alternate delegates to the Rules Committee and/or the Credentials Committee of the Michigan Democratic Party Fall State Convention. The Fall State Convention nominates candidates.
Precinct Delegates reconvene within 20 days following the November General Election to elect an Executive Committee for the County Party.
Precinct Delegate participate in the Spring County Convention which is held not less than 7 days before the Spring State Convention which is itself held not less than 37 days before April 1st in odd numbered years. At this convention they elect the delegates and/or alternate delegates to the Rules Committee and/or the Credentials Committee of the Michigan Democratic Party Spring State Convention. The Spring State Convention elects a State Central Committee as well as the Chair and Vice Chairs of the State Party.
Precinct Delegates to the County Convention are also delegates to the District Conventions of the Party when they are held.
Party Assigned Duties of Precinct Delegates
Precinct Delegates to the County Convention are expected to keep their Michigan Democratic Party membership current and must do so to vote in any convention of the Party.
The elected members of the Executive Committee of the County Party and its officers are almost always Precinct Delegates first. Becoming a Precinct Delegate is a stepping stone to greater involvement in the Party.
When a County Committee be formed, its initial membership is frequently constituted from the ranks of duly elected Precinct Delegates.
Precinct Delegates are also party activists who work in their precinct to increase voter registration and Michigan Democratic Party membership. They also take information about candidates and issues to the voters in their precinct and get out the vote on election days. And they communicate the concerns of voters in their precincts with Party leaders.
When precincts have sufficient participation they form Precinct Committees.
