MCDP Spring County Convention 2018

Convention Call

The duly elected precinct delegates and delegates at large of Monroe County will convene on Saturday, March 24, 2018 at 11:00 AM, Commissioners Chambers, Monroe County Courthouse, 106 E First St, Monroe, MI 48161, to conduct the business of electing delegates to the Fall State Convention. Registration begins at 10:30 AM.

 The convention will select one male member to the Resolutions Committee and one female member to the Rules Committee for the Michigan Democratic Party State Convention to be held Sunday, April 15, 2018 at Cobo Center in Detroit.

 To participate in this convention, precinct delegates and delegates at large must be member of the Michigan Democratic Party on the day of the convention.

The Rules Committee meets Tuesday, March 27th and the Resolutions Committee meets Wednesday, March 28th and Thursday March 29th, at 7:00 PM at the Hart-Kennedy House, 606 Townsend St, Lansing MI 48911 to consider rules and resolutions respectively for the upcoming state convention.

Proposed Rules

I. Agenda
A. Plenary Session, Saturday, March 24, 2018
1. The convention shall be convened at 11:00 AM on Saturday, March 24, 2018, by the Chair of the Monroe County Democratic Party or their designee. Registration is to begin at 10:30 AM and end upon acceptance of the Credential Report by the Convention.
2. The order of business shall be as follows:
a. Call to Order
b. Election of a Permanent Convention Chair
c. Election of a Convention Secretary
d. Credential Report
e. Rules Report
f. Election of delegates to state convention committees”
i. One (1) female member to the Rules Committee
ii. One (1) male member to the Resolutions Committee
g. Consideration of suggested resolutions
h. Comments and announcements
i. Adjournment
II. State Convention Committee Members
A. The delegate to the Rules Committee shall meet to consider rules for the state convention and to receive training on those rules and on proportional voting on Tuesday, March 27th, 7:00 PM at the Hart-Kennedy House, 606 Townsend St, Lansing, MI 48911. A call in option may be available.
B. The delegate to the Resolutions Committee shall meet to consider resolutions proposed by County and District Conventions on Wednesday and Thursday, March 28th and 29th, 7:00 PM at the Hart-Kennedy House, 606 Townsend St, Lansing, MI 48911. A call in option may be available.
III. Rules
A. Proceedings of the Convention shall be conducted according to the Rules of the Michigan Democratic Party, the Convention Call, these Rules, and Robert’s Rules of Order, newly revised, unless otherwise provided.
B. Actions to approve the Credential Report, Rules Report, and Resolutions shall require a simple majority.
C. The Chair shall have authority to reject consideration of a motion that is deemed improper or dilatory. A motion shall be considered improper when it conflicts with the DNC Charter, MDP Rules, Monroe County Democratic Party Bylaws, Michigan Election law or an action previously taken by the Democratic Party.
D. Eligibility and voting procedures at Convention:
1. In order to vote as a Delegate at the Convention, a person must be duly elected at the Primary Election held in Monroe County on August 2, 2016 to be a Democratic Precinct Delegate or be nominated at the same election to be a Democratic candidate for county, state legislative or Congressional office and must be at the time of the convention a member of the Michigan Democratic Party.
2. No less than forty percent (40%) of the enrolled Democrats registering at the Convention constitute a quorum for any business.
3. No proxies may be used except for state legislative and congressional candidates whose districts include other counties or portions of other counties.
4. The unit rule, or any rules or practice whereby all members of a party unit, delegation or caucus may be required to cast their votes in accordance with the will of a majority of the body, shall not be permitted.
5. Voice votes shall be permitted on the floor of convention and may be used to address convention business properly brought before the body.
6. If a voice vote is inconclusive or improper under the circumstances, a hand vote shall be used except where a roll call is properly requested or required.
7. The Chair of the Convention shall be allowed to exercise discretion in presenting Democrats to address the Convention.
